It Never Seems to End

Major Tax Increases are About to Slam America as Cities and States Want You to Pay for Covid Fallout

By Isaac Davis

Just prior to the global Coronavirus outbreak, serious signs of an emerging financial crisis began to emerge. As people were beginning to realize that yet another central bank engineered ‘bust’ was coming down on us, we were thrown into lockdown, shuttering millions of businesses and sending millions of people to the unemployment line.

Now, a few months later, we are starting to realize just how deep the economic fallout will be, and Americans are scrambling to adjust their lifestyles to a totally new world order. At the top of the food chain, though, is government. City, county, state and federal.

In the midst of such a bizarre and frightful socioeconomic crisis, the tax man is hurting too. Tax revenues at all levels of government have plummeted like never before, and the pain is especially acute for city budgets who’ve seen sales tax revenue nosedive. While the American citizenry is seeing a drastic drop in income, so is Uncle Sam and all of his bureaucratic agencies.

Take a look at some of the numbers.

  • CBPP estimates that state budget shortfalls will ultimately reach almost 10 percent in the current fiscal year (which ends on June 30 in most states) and about 25 percent in fiscal year 2021 based on recent economic projections.
  • Kansas estimates an $827 million drop in revenues.
  • Arizona expects revenues to drop by $1.4 billion.
  • Arkansas expects $353 million less in revenue, with $193 million due to the income tax filing extension to July 15 and the remainder due to lower collections.
  • California expects revenues to decline by $32 billion in 2021 alone, according to the Department of Finance. The revenue declines in fiscal years 2020 and 2021, combined with COVID-19 costs and increased need for other state services, will result in a deficit equal to 37 percent of the general fund budget — more than three and half times the balance in the state’s substantial rainy day fund.
  • New York’s tax revenues will fall by $12 billion in 2021 and by $16 billion in 2022, according to the state’s Division of Budget.
  • Colorado’s revenues could drop by as much as $3.2 billion in 2021 and $2.4 billion in 2022, according to the Legislative Council. [Source]

For states like Texas, Alaska and New Mexico which depend on oil revenue to balance their budgets, the financial hit will be a double whammy.

Alaska is projecting an $815 million decline in revenues in the coming fiscal year, and New Mexico could see a $1.5 to $2 billion drop. [Source]

While Americans clamor to figure out how to make ends meet in their own households, so too is government trying to figure out how to balance budgets, and the reality is that once these emergency accounting measures really begin to sink in, Americans aren’t going to like it one bit.

The question for mayors and governors will be, ‘how much money can we extract from the people without causing extreme poverty and triggering widespread revolt?’

The answer, of course, is taxes. Primarily property taxes, because that’s the one thing people are still paying while locked down at home and unable to shop.

Take note:

“There is no choice but to have a significant increase in property taxes,” he said. “Measured in a percent, it’s going to be on the order of more than 20 percent to be sure.” [Source]

  • Dallas, TX is looking at a proposed 8% increase in property taxes, and is having to work a loophole that allows them to ignore state law which would prevent them from raising taxes more than 3.5%. [Source]
  • Expecting a $700 million shortfall, Chicago’s Mayor Lightfoot has said that a property tax increase is ‘on the table.’ [Source]
  • California is considering a partial reversal of Proposition 13, which would allow government to assess commercial properties differently, creating an increase in property tax revenue without actually increasing the property tax rate. [Source]
  • Other initiatives include “Arizona, where taxes would be raised on incomes above $250,000 to boost teacher salaries; Colorado, which is targeting corporations for at least $151 million in taxes to fund out-of-school learning; and North Carolina, which would issue bonds worth $1.9 billion in part to pay for school capital improvements.” [Source]
  • New York is pitching the idea of tax increases for wealthier people. [Source]
  • New Jersey is expected to see an unknown increase in taxes as the governor moves to borrow billions of dollars to cover budget gaps. [Source]
  • CNBC reports that many states across the nation will be looking at tax increases in many areas, including corporate income taxes, online purchases, excise and sales taxes, property taxes, and gross receipts taxes. [Source]

As we move forward in this deepening crisis, we shall see how all of this works out; but for to be sure, Mr. and Mrs. America, even though you didn’t create the fraud in the financial system, and even though you were forced to close down your business, you will now be used as tax cattle to pay for this giant fustercluck.

Your Tax Dollar At Work

$21 Trillion – Blowing the Whistle on the Largest Pentagon Theft Ever

According to the Department of Defense Inspector General and the Defense Finance and Accounting Service, $21 Trillion in Taxpayer Funding Is Unaccounted For.

To help people comprehend the scale of this, $1 Trillion is $1000 Billion. This means that $21,000 Billion in taxpayer money has gone missing.

How can this be possible?

A stack of one trillion dollars. Multiply that by 21.

We outlined the “Unaccountable System of Global War Profiteers” in detail here.

For further understanding, we are featuring another mind-blowing Department of Defense Inspector General (DOD IG) report.

The following are highlights from the DOD IG “Summary of DOD Office of the Inspector General Audits of Financial Management”:

  • The financial management systems DOD has put in place to control and monitor the money flow don’t facilitate but actually “prevent DOD from collecting and reporting financial information… that is accurate, reliable, and timely.” (p. 4)
  • DOD frequently enters “unsupported” (i.e. imaginary) amounts in its books (p. 13) and uses those figures to make the books balance. (p. 14)
  • Inventory records are not reviewed and adjusted; unreliable and inaccurate data are used to report inventories, and purchases are made based on those distorted inventory reports. (p. 7)
  • DOD managers do not know how much money is in their accounts at the Treasury, or when they spend more than Congress appropriates to them. (p. 5)18
  • Nor does DOD “record, report, collect, and reconcile” funds received from other agencies or the public (p. 6),
  • DOD tracks neither buyer nor seller amounts when conducting transactions with other agencies. (p. 12)
  • “The cost and depreciation of the DOD general property, plant, and equipment are not reliably reported….” (p. 8);
  • “… the value of DOD property and material in the possession of contractors is not reliably reported.” (p. 9)
  • DOD does not know who owes it money, nor how much. (p. 10.)

It gets worse; overall:

  • “audit trails” are not kept “in sufficient detail,” which means no one can track the money;
  • DOD’s “Internal Controls,” intended to track the money, are inoperative. Thus, DOD cost reports and financial statements are inaccurate, and the size, even the direction (in plus or minus values), of the errors cannot be identified, and
  • DOD does not observe many of the laws that govern all this.

It is as if the accountability and appropriations clauses of the U.S. Constitution were just window dressing, behind which this mind-numbing malfeasance thrives.

Technically, this is a violation of the Anti-Deficiency Act, a statute carrying felony sanctions of fines and imprisonment.

Congress and the Pentagon annually report and hold hearings on DOD’s lack of financial accountability and sometimes enact new laws, but many of the new laws simply permit the Pentagon to ignore the previous ones; others are eyewash.

If you have a system that does not accurately know what its spending history is, and does not know what it is now (and does not care to redress the matter), how can you expect it to make a competent, honest estimate of future costs?

It is self-evident that an operation that tolerates inaccurate, unverifiable data cannot be soundly managed; it exempts itself from any reasonable standard of efficiency.

Recall, also that the errors in cost, schedule and performance that result are not random: actual costs always turn out to be much higher than, sometimes even multiples of, early estimates; the schedule is always optimistic, and the performance is always inflated.

The Pentagon, defense industry and their congressional operatives want – need – to increase the money flow into the system to pretend to improve it.

Supported by a psychology of excessive secrecy, generated fear and the ideological belief that there is no alternative to high cost, high complexity weapons, higher budgets are easier to justify, especially if no one can sort out how the Pentagon actually spends its money.

The key to the DOD spending problem is to initiate financial accountability. No failed system can be understood or fixed if it cannot be accurately measured.

And yet, there is no sense of urgency in the Pentagon to do anything about it.

Indeed, in the 1990s, we were promised the accountability problem would be solved by 1997. In the early 2000s, we were promised it would be solved by 2007; then by 2016; then by 2017….

The question must be asked: if nothing has been done by the Pentagon to end the accountability problem after more than 20 years of promises, is top management simply incompetent, or is this the intended result of obfuscation to avert accountability?

A spending system that effectively audits its weapon programs and offices would also be one that systemically uncovers incompetent and crooked managers, false promises and those who made them.

It would also necessarily reveal reasons to dramatically alter, if not cease, funding for some programs, which of course would make lots of people in industry, Congress, and the executive branch unhappy.

The current system and its out of control finances mortally harm our defenses, defraud taxpayers, and bloat the Pentagon and federal budgets.

Any reform that fails to address this most fundamental problem is merely another doomed attempt that will only serve to perpetuate a system that thrives on falsehoods and deception.

William Hartung, Director of the Arms and Security Project at the Center for International Policy, summed up the accountability crisis at the Pentagon by saying:

“Call it irony or call it symptomatic of the department’s way of life, but an analysis by the Project on Government Oversight notes the Pentagon has so far spent roughly $6 billion on ‘fixing’ the audit problem — with no solution in sight.

If anything, the Defense Department’s accounting practices have been getting worse.”

Wheeler.

Take Back your Power

10 Ways to Stop Being a Slave and Bring Down the Pyramids of Control

https://i0.wp.com/themindunleashed.org/wp-content/uploads/2014/10/10-wayss.jpg?w=584
Activist Post | There are very real conspiracies in the world, and those conspiracies are always conducted by people “in the know” against those who are ignorant or naive of back-room machinations.Past slavery was largely based on force (thus was much more obvious), but modern-day slavery is actually more widespread because global slave masters use all of the scientific tools at their disposal to win hearts and control minds, convincing us that our hands and feet are free, so we must be living self-directed lives.

There are signs that the mind-pyramids that technocrats have built to enforce their 21st-century global plantation slave system are crumbling as they press harder upon our cognitive ability to make sense of words and actions.  The owners of the shoulders on which the structure of tyranny is supported are beginning to leave in droves. The pyramids are falling as slaves begin to recognize their unconscious effort, and consciously encourage others to find a different line of work.

Here are 10 ways that you can help collapse all of the pyramids of control.

1. Media and Intelligence – Information is knowledge and knowledge is power — this is where it all starts.  Turn off the TV, stop passively receiving information that turns you into an idiot at the teat of the “idiot box.”  Get creative: start a blog, a neighborhood newsletter, radio show, public access TV or YouTube channel, write encouraging letters to companies you appreciate and nasty ones to those you boycott; DO something; anything to increase awareness.  Homeschooling is another great way to help short circuit the negative influences of systematic programming. Even if you don’t agree with homeschooling, or are not able, there are concepts that you can help introduce into your public school to enhance education. Intelligence – there are technologies to thwart constant surveillance, as well as low-tech solutions to high-tech tyranny. The Internet is being used to surveil the public, but it also provides an opportunity for the public to surveil and report the real criminals. Use the system against itself.

2. Health and Agriculture – Why do tyrannical systems always move to declare methods of independence such as farming, vitamins, raw milk, and natural medication like cannabis as underground contraband systems that threaten the health of society?  Clearly because this is a cornerstone of freedom.  Learn to make your own medicines, trade on the underground, support other states (and countries) who have embraced food freedom, and stand your ground by forming local community resistance against food and health tyranny.  Moreover, simply making your mind and body stronger by pursuing what is natural and healthy will give you more power to challenge the system in every other way.

3. Energy and Technology – Support true economic development and pursue open source solutions to all technological problems that can affect humanity on the widest scale. These are the technologies that have been suppressed in the past, their creators destroyed; but now there are too many people pursuing goals to free humanity.  Embrace innovation and technology, but only as it leads to self-empowerment, self-determination, and genuinely helps the human and environmental condition. There are reportedly many free-energy patents being kept from the public.  These technologies can’t be kept secret forever as long as the Internet remains free and open.  Support all efforts to maintain Internet freedom and the right to pursue innovation.

4. Mobility and Flexibility – Always be willing to adapt and move.  The structure of tyranny might be global, but there are always pockets of freedom that tyranny ignores — normally based on economic interest.  Become adaptable, don’t buy into the “American Dream” of having possessions to define your self-worth.  Once you discard the unimportant things, look for specific towns, states, or countries to escape economic decline and those which promote freedom. It’s a difficult decision to pick up and move, especially when extended family comes into play, but discuss your ideas and the evidence for your concerns openly and honestly, and be the first to pioneer the building of a new future — if things begin to collapse in earnest, you will soon be sought after by those who once doubted your “crazy” reasoning.

5. Prepare for the Worst – Along the same lines as being mobile and flexible, make sure that you store enough supplies to get through a few months or more of tough times.  The current system relies on your dependence and they can easily control those who live just-in-time lifestyles. Most people don’t realize how much they “need” the system until something like a blizzard knocks out their power and wipes out the grocery store shelves.  It’s wise to store back-up food, have the ability to produce food, gather tools and other items needed during power outages or other disasters, and actively pursue any and all other survival prepping and self-sufficiency techniques.

6. Refuse to Pay Unjust Debt – This is a moral decision based on the information that much of what was created to be a “loan” was based on a predatory system.  As they say, ignorance of the law is no excuse, and that is duly noted, but when confronted with an enemy that has deliberately contrived devious ways to steal productivity and the fruits of honest labor, then the principle of justifiable self-defense is invoked.  Forget about your credit score; it is the invisible chain that keeps you in prison.  Refuse to pay debts that you know were fraudulently imposed. Remember, the banks never had the money they “lent” to you in the first place; they created it out of nothing to buy your servitude. If you are hesitant to simply quit paying the criminal banks, then learn how to reduce your exposure to all debts.

7. Create New Banking Systems – We have seeneconomic collapse taking down countries like dominoes across the third world, and now the first.  These money junkies cannot and will not stop.  It is up to us to develop systems which permit us to completely withdraw our support for the current system and shield us from manipulated collapses.  This may be the most productive way to break free from modern slavery; whether it’s switching to local credit unions, storing precious metals instead of cash, engaging in barter systems or using alternative currencies, or supporting full-blown monetary reform.

8. Learn a Skill – Learn as many skills outside of your day job as possible.  This can be as simple as giving more attention to your hobbies like fishing, hunting, gardening, painting, blogging, tinkering on cars, building things, sewing, cooking, etc. Whatever useful skill you’re most passionate about, learn more about it, become an expert at it, and acquire the necessary tools to start a side business with it. By doing this, you’ll reduce the dependence on your job and find much more fulfillment in life.  Remember, skills are the only form of wealth that can’t be taken from you. Additionally, form clubs or partnerships with your neighbors and share your skills and tools to form a stronger community that will be resistant to whatever the systems of control throw your way.

9. Boycott – Activists have enjoyed many recent victories through boycott, most notably the rapidremoval of “pink slime” meat from major supermarket chains following public outcry once they became aware of the product.  It goes to show that the public still holds the power over corporations, but the masses must be educated before they’re moved to action.  Not you though.  Readers of this post know exactly what companies to boycott and why. Start living your principles and follow through on your knowledge.  Voting with your dollars DOES work, but not if the aware crowd refuses to do it.

10. Taxes – Taxes are the most controversial of all — the one that catches the most flak, so the one that must be most directly over the target. How do you feel knowing that money is extracted from you by force to be injected into systems around the world that create violence, rip apart cultures, and put us on a path of complete annihilation and self-destruction?  This is slave-like thinking in its highest form of denial.  No Constitution of any country anywhere in the world openly recognizes that it is lawful to forcefully extract money you have earned enslaving you for life to kill others with it, upon penalty of imprisonment. It’s the final chain to be broken, and is admittedly the thickest.  But how can a machine be built without the funding to build it?  The entire prison system we see around us has been built with our own money. Did you authorize it? Did you authorize the preemptive wars, bank bailouts, corporate subsidies, the high-tech surveillance grid that enslaves you?

Significantly, these are all things you can do on your own.  You don’t need to influence politicians, or ignite a mass protest, or wait for an uprising.  There is no cavalry coming. You are the change you seek. Get out there and become more self-reliant and the system will lose its grip on you.  If enough of us do this, the system will fall apart by its own unsustainable making.  Refuse to be a slave today and unchain others by sharing this article and implementing the tips on this list.

LIVE UPDATES: Occupy Wall Street Gains Support From Politicians Even As Protesters Face Arrests

Live Updates Occupy Wall Street

First Posted: 10/7/11 05:16 PM ET Updated: 10/7/11 07:38 PM ET

Occupy Wall Street, a cause that began as a small band of protesters in Zuccotti Park, has gained endorsements from major unions and progressive leaders as well as prominent politicians. It has survived police crackdowns in Seattle and mass arrests in New York. Within a few short weeks, it has come to resemble a movement, with more than 900 meetups in 900 cities across the country. ‘Occupiers’ have erected tent cities in town squares and held rallies in front of city halls.

It’s unclear just where all these general assembly meetings, Twitter updates and teach-ins are heading. But Democratic leaders including Vice President Joe Biden and House Minority Leader Nancy Pelosiexpressed support for the protesters this week and officials such as U.S. Treasury Secretary Timothy Geithner and Federal Reserve Chairman Ben Bernanke have said they sympathize with the protestors’ feelings of anger towards big banks’ role in the financial crisis

Organized labor has also backed the protests including during a march this past Wednesday that brought 10,000 protesters to lower Manhattan. Though the demonstration was peaceful, some protesters ended up in confrontations with police and 28 participants were arrested. At least one baton-wielding incident produced mass outrage. These incidents will either become minor distractions or defining moments.

Occupy Wall Street has been largely receptive to the support they’ve received from union leaders and politicians, even if the protesters are wary of their hierarchical structures.

“We’re very excited to have our union brothers and sisters march on the heart of greed,” spokesman Patrick Bruner told HuffPost’s Matt Sledge before a 10,000-strong Wednesday march organized in coordination with labor.

“We don’t necessarily think that the way they’re structured is the best,” Bruner said, referring to the unions’ top-down organizational style. “But we believe the 99% needs a voice, and they’re one of the few remaining.”

Despite gaining traction across the country, protesters have been criticized for not having a clear platform. However, they adopted the “Declaration of the Occupation of New York City” last week. Their list of grievances is long, with issues including the foreclosure crisis, work-place discrimination and student loan debt. The protests in New York and other cities focus on income inequality, a theme common in the group’s internet presence, including on a Tumblr that showcases Americans dealing with joblessness and other issues.

Even if the protesters were able to narrow their concerns to one, easily defined goal, some organizers say that would miss the point. So what comes next?
